No. 3 [2021] Notice on Epidemic Prevention and Control of Suzhou

The coronavirus continues to spread around the world and sporadic outbreaks of scattered infections of COVID-19 are seen from time to time in China. According to the update issued by Nanjing Novel Coronavirus Pneumonia Epidemic Prevention and Control Headquarters on July 20, a few staffers from Nanjing Lukou International Airport had tested positive for the virus in a routine screening. To consolidate Suzhou’s efforts in the long-term epidemic prevention and control, and protect people’s lives and health, this notice hereby specifies the followings: 


1. Those who have traveled to or stayed in areas regarded as medium-risk or high-risk ones in Nanjing since July 6, and travelers whose travel records over the past 14 days overlap with the ones of the confirmed cases (including asymptomatic carriers) should take nucleic acid tests in no time and undergo a 14-day (from the date they left those areas) isolated medical observation. After that, they must carry out a seven-day health monitoring on body temperature and symptoms, reduce movement in the city, take proper self-protection measures while going outdoors, avoid gatherings, and take a nucleic test respectively on the second and seventh day of the monitoring period.

2. Travelers who have taken flights to Nanjing or flown via Nanjing over the past 14 days (from July 6), and those who have been to or stayed in Nanjing over the same period of time should actively report to local residential compounds and take nucleic acid tests in no time. Those holding negative nucleic acid test results issued in the past 72 hours, and those who can display health code that signifies they have negative nucleic acid test results issued in the past 72 hours will be allowed to travel within Suzhou in a free yet orderly manner as long as they pass the body temperature check; those who fail to show the negative results issued in the past 72 hours will have to take nucleic acid tests and they will be allowed to travel within Suzhou in a free yet orderly manner if their results turn out to be COVID-19 negative. These people, if planning to continue to travel within or stay in Suzhou, must take another nucleic acid test in 72 hours after they enter Suzhou (the tests to be taken and the tests they have taken before coming to Suzhou should be at least 24 hours apart).

3. We call on local residents to proactively carry out self-monitoring. Those who have such symptoms as fever, dry cough and fatigue should seek medical treatment at a fever clinic nearby as soon as possible and inform medical practitioners of their whereabouts and contact history over the past 14 days. Keep face masks on and avoid using public transport while seeking treatment.

4. We call on local residents to pay serious attention to the situation in medium-risk and high-risk areas, actively cooperate in implementing relevant health management measures, and avoid traveling to those areas unless it’s necessary. Those who urgently need to go to those areas should travel with proper self-protection measures and actively cooperate in such epidemic prevention and control measures as nucleic acid testing and isolated medical observation after returning to Suzhou.

5. The COVID-19 vaccines can provide effective protection against the virus and significantly reduce the infection rate, critical symptom rate and mortality rate. We call on all eligible residents at the age of 18 or above to take Covid-19 vaccines at vaccination clinics near their residence. The earlier you get inoculated, the earlier immunity can be built to mitigate the impacts of the virus. Suzhou will launch the vaccination project for residents aged between 12 and 17 in due time as per the unified deployment of Jiangsu province.

6. We call on local residents to maintain the awareness of self-protection, wear face masks properly, wash hands often, ventilate rooms routinely, keep social distancing, avoid going to crowded public places and venues that are inadequately ventilated, and reduce the time staying in public locations. Besides, local residents should cooperate in body temperature check as well as health code and travel records verification while entering or exiting railway stations, ports, shopping malls and other public spaces. Avoid hanging out together, cancel unnecessary gatherings, and limit the number of participants in a party within 10. Take part in the patriotic public health campaign and keep environmental sanitation.

7. Major activities and large meetings should be duly controlled in scale. All departments should implement epidemic prevention and control measures and carry out screening for all personnel involved in the meetings or activities in terms of their travel records. Those who have been to or stayed in medium-risk and high-risk areas should avoid participating in the events involving large gatherings.

8. All local districts and county-level cities should immediately conduct medical investigation among those with a travel history to Nanjing since July 6, and put into action the aforementioned prevention and control measures.

As of July 21, there is one high-risk area and six medium-risk areas in the Chinese mainland:

High-risk area (1):

Dehong Dai and Jingpo Autonomous Prefecture, Yunnan Province:

Jiegao Guomen Residential Compound, Ruili City

Medium-risk areas (6):

Dehong Dai and Jingpo Autonomous Prefecture (2), Yunnan Province:

Laying Villager Group, Diesa Village, Zhangfeng Township, Longchuan County;

Leiyun Villager Group, Leiyun Village Committee, Nongdao Township, Ruili City.

Nanjing City (4), Jiangsu Province:

Xiecun Residential Compound, Baiyunlu Residential Compound and Shinian Village, Lukou Sub-district, Jiangning District;

Maojiawei Natural Village (as a part of Jiujiatang Administrative Village), Shiqiu Sub-district, Lishui District.

All regions outside the Chinese mainland (except Macao, which is at low risk level) remain high-risk areas.
